SEMI has joined the industry declaration “Boosting Europe’s Future Competitiveness as Key Priority for FP9,” calling on the European Commission, the European Parliament and the Council of the European Union to develop the FP9 to support the needs of Europe’s innovators.
The joint action calls on the EU government institutions to:
- De-risk and incentivize private sector research, development and innovation (RD&I) investment
- Build on the impact of Horizon 2020
- Make the industry “stronger and more competitive” while enabling it to “become the world leader in innovation”
- Leverage private sector investments and help small and medium enterprises (SMEs) and startups engage in global supply chains
Under the joint declaration, key elements of Framework Programme 9 (FP9) would include an appropriate design, implementation mechanism, and budget while dovetailing with the Renewed EU Industrial Policy Strategy. The 25 signatories to the joint declaration include key representatives from electronics, manufacturing, materials, research and industry verticals sectors such as automotive.
Today, the EU invests just 1.9 percent of its GDP in R&D, compared to the 2.1, 2.7, 3.1 and 4.2 percent R&D spending of competitors China, the USA, Japan and Korea, respectively. Additional RD&I investment through FP9 would help the EU reach its objective of increasing R&D investment to 3 percent of GDP as indicated in the EU 2020 Strategy. SEMI envisions FP9 as extending beyond the framework’s traditional focus on science to bolster the EU’s overall technological capabilities and support its cross-industry RD&I ecosystem with a value chain approach. More importantly, FP9 would help power economic and job growth while making Europe more competitive.
Working with other associations, SEMI is ready to strengthen its cooperation with the EU government and offer its global expertise to define and implement an ambitious FP9. For background, see SEMI’s position paper on FP9.
